Opportunity Inc., a workforce development consortium formed by eight Hampton Roads localities, will be getting a new chief.
On Sept. 1, 11-year President and CEO Judy Begland will hand the reins over to Shawn Avery, who will be coming from Opportunity Inc.'s sister agency on the Peninsula. At 41, he'll be the youngest chief executive at the agency since it was established in 2001.
